How To Start Freeform Locs With Short Hair
In order to grow freeform locs you simply allow your hair to grow in naturally and directly. Lately many people have been interested in a semi-freeform style.
However Ive seen people start with coils twists or braids and then from there allow the locs to grow and form on their own.

You can also start the freeform loc process by washing your hair and from there simply allowing your hair to take its own shape without twisting or braiding to set up your locs. Considering you want have to worry about retwisting or detangling this should be a no sweat commitment. Alternatively if your hair is on the short side.
I dont recommend using conditioner but if you need it to help with detangling you can apply a small amount or use a leave-in. The most obvious option is to start from day 1 of your locing journey with healthy hair. Make sure that the cream is rubbed throughout before moving onto the next separated section of hair.
